The Ras Al Khaimah campus reflects our commitment to preparing learners for a rapidly evolving global environment through education that is practical, flexible, and internationally relevant.

Biography

Philip Steenkamp is the President of Royal Roads University, Canada and a distinguished leader in higher education, public policy, and institutional governance with decades of experience across Canada’s academic and public sectors.

Prior to joining Royal Roads University, he held senior executive leadership roles including Vice-President, External Relations at the University of British Columbia (UBC), where he oversaw government and corporate relations, community engagement, marketing, and campus planning. He also served as Vice-President, External Relations at Simon Fraser University (SFU), contributing to institutional visioning, internationalization, entrepreneurship, and community partnerships.

In public service, he served as Deputy Minister across multiple ministries in British Columbia and Ontario, including Advanced Education, Aboriginal Affairs, Tourism, Culture, Economic Development, Education, and Training, Colleges and Universities. He also served as President and CEO of the 2010 Olympic and Paralympic Games Secretariat, overseeing provincial operations associated with the Games.

His academic career includes appointments as Adjunct Assistant Professor at Queen’s University, Assistant Professor and Postdoctoral Fellow in History at the University of Victoria, and Research Fellow at the University of Namibia.

Philip Steenkamp has also contributed extensively to governance and community leadership through board and committee service with organizations including the Dr. Peter AIDS Foundation, the Immigrant Employment Council of BC, and the Michael Smith Foundation for Health Research.

He holds a Doctor of Philosophy (PhD) in History and a Master of Arts (MA) in History from Queen’s University, as well as a Bachelor of Arts (Honours) from the University of Natal, Durban.
